Every message_key, its default copy in English and Swahili, and when it occurs.

A key your code does not know

New keys can be added to v1. Every reply that carries message_key also carries message: the copy, already in the request's language, with the campaign's own wording. For a key you have no screen for, show message.

Branch on message_key, never on the text: a campaign can replace the copy for any key. The whole catalogue for a campaign, in one language, is messages on GET /api/v1/campaign. Send Accept-Language: sw (or ?locale=sw) for Swahili.
